This usually happens when you use a HTTPS url to open a PDF file.
- Open Internet Explorer
- Click on Tools->Internet Options->Advanced->Security
- Uncheck the tickbox next to Do not save encrypted pages to disk
Internet Explorer cannot download 22 from website. The file could not be written to the cache
