Internet Explorer cannot download 22 from website. The file could not be written to the cache

This usually happens when you use a HTTPS url to open a PDF file.

1. Open Internet Explorer
2. Click on Tools->Internet Options->Advanced->Security
3. Uncheck the tickbox next to Do not save encrypted pages to disk
